Leadership and Professionalism for New Age Libraries deals with an important question of Ethics.
Professionalism and Leadership which sometime appear to be abstract and ambiguous—but lead to different kind of results when we manage organisatioins through these virtues. Leadership , an intrinsic managerial function has both ethical and professional connotations and serious implications. Leadership is not just about how to lead to reach specific goals, but what ethical affects leadership has.

“Ethics aren’t morals themselves but the meaning of moral ways and actions”. Professionalism is a more nuanced quality related both to mind and heart of an individual. Leadership is about those who are in a position to make decisions; create opinions and attitudes.

It is more then just managing. Because leaders have to lead by example, their words, actions, and values play a huge role in their success. Responsibility and credibility are two of the most important elements of leadership; each is deeply based on the interaction with others. Because every action, even the smallest, has an impact, ethics are always part of the decision-making process. Ethics are not a rulebook for great decisions. True leaders know that every decision has to be carried by responsibility and credibility. To be recognized as a leader, one requires to exude trust.

Professional development and leadership skills are crucial for any organisation, particularly in service areas like libraries. It is in this context that the theme of this conference becomes important as it deliberates upon these issues in a context which has never been treaded upon.

The principal objective of this conference is to provide a platform for the exchange of knowledge
and skills relevant to Information professionals. This conference intends to offer an opportunity to put forward innovative plans, debate classic ideas, and promote closer cooperation among colleagues. It has solicited high quality research papers and provide an international forum for researchers, developers and practitioners to
present applied and theoretical research findings in following context.

Instructional leadership that focuses on strengthening teaching and learning, professional development, data-driven decision making and accountability.
Community leadership manifested in a big-picture awareness of the role libraries in society; shared leadership among educators, close relations with users; and advocacy for capacity building and service development.
Visionary leadership that demonstrates energy, commitment, entrepreneurial spirit, the opportunity for all LIS professionals to learn the benefits gained by investing in high levels of ethical values and commitment to the profession as well as inspiring others.
It is a matter of great satisfaction that conference has received overwhelming response particularly in view of the fact that it is a first initiative of its kind. The issues related with ethics, professionalism and leadership have been dealt with elaborately by scholars and discussed in the context of library profession. Being service institutions, library have to function both ethically and professionally which demands a strong leadership. Despite all of us being in an essentially academic profession, the managerial and leadership function which we have to perform can not be glossed over. The conference volume deals with all these issues threadbare which are slated for further deliberation and discussion during the conference itself. We are sure that this conference volume will be an immense value addition to LIS literature and shall be received by library professionals in a positive sprit.

About the Book :-

India's strong economic growth has made a significant impact on Asian economy. Its trade with Asia is expected to increase manifolds in the coming years. The India-ASEAN free trade agreement (FTA) is central to India's growing engagement with her eastern neighbours. However, accompanying this growth will be an increase in the demand for improved connectivity to foster production and consumption at national level as well as for international trade purposes. Undoubtedly, failure to respond to this demand will slow down the pace of economic exchange and ultimately the economic integration process. Therefore, the challenge is to improve India's connectivity with ASEAN as well as with the rest of the world.

The Comprehensive Asia Development Plan (CADP), designed by the Economic Reearch Institute of ASEAN and East Asia (ERIA) on request of the East Asia Summit (EAS) members, provides a grand spatial design for infrastructure development in East Asia. As explicitly stated in the Master Plan on ASEAN Connectivity ASEAN Emphasizes the need for stronger connectivity with neighbouring countries, including India and other EAS countries. The present report, titled 'ASEAN-India Connectiity Report: India Country Study', has been prepared by RIS to fulfil the mandate of CADP Phase 2.

This Report outlines an appropriate strategy to enhance the physical connectivity between ASEAN and India. It recommends two major axis that could be promoted to enhance this physical connectivity: the first one is surface connectivity through India's North East Region (NER) and the second one is multimodal connectivity through Southern India, primarily through Chennai-Ennore area. The Report argues that ASEAN-India connectivity would help unlock the tremendous growth potential of the region by removing constraints and bottlenecks to economic development.

About the Book

The State of Madhya Pradesh is drained by a major river valley: the Narmada The river valley already is well-known for archaeological potentialities. Numerous Palaeolithic sites, late Harappan sites are traced. Historically too the region is very important. One may therefore expect similar archaeological remains even in the nearby tributaries.

Over some years, explorations in the Narmada river valley resulted in the discovery of Palaeolithic sites including the most important find spot of the human fossil skull from Hathnora about 40 km north-east of Hoshangabad, painted rock shelters, numerous monuments mostly temples, have been discovered. It is therefore felt necessary to review critically the work done so far to know what new light they have shed on the history of the region and to ascertain the indications for further work in the Betwa valley. Scholars who have worked and studied the archaeological remains in the river valley therefore were invited to present their studies and researches on the materials they had discovered. On the whole therefore this publication was fruitfully successful.

In all 22 papers were presented on early Palaeolithic sites, painted rock shelters, excavation of historical sites, monuments in the Betwa river valley. The papers may be classified into the geography and history of the region under study; Early Palaeolithic sites; Painted rock shelters; and Historical sites including some of their excavations and Monuments mostly temples. The first two papers may be deemed as background for the
remaining papers.

The paper on the geography of the river valley deals with the references to the river as Betravati in the Puranas such as Matsya, Markandeya, Vamana as well as some celebrated works: Kalidasa’s Meghaduta, Varahamihira’s Brithatsamhita implying its traditional importance, and its tributaries and its five valleys The Betwa originating in Raisen district and finally joining the river Yamuna in the district Hamirpur in Uttar Pradesh, has many tributaries on both the sides and some important historical places such as Vidisha, Besnagar and pilgrim centres like Charana Tirth etc.

The paper on the history of the Betwa Valley region is quite exhaustive and the subject is dealt with in considerable detail. The language is lucid and makes an easy flow. The Prehistoric sites from early Palaeolithic to the Chalcolithic and up to early historical i.e. third-second century BCE are briefed and the sequence of the cultures as well as the discovery of an ovaloid temple known from the excavations at Besnagar. Then follows the history of the Janapadas in particular : Dasaarna in the Avanti and Cedi with the Traditional historical account associating with the Yadavas and Subahu, the son of Shatrughna, the youngest brother of Shri Rama and Hiranyakashipu, Prahlada etc.

Thereafter eloquently runs the history of the region under the Pradyota dynasty, the Mauryas, the Shungas, the Post- Gupta, the Kalachuris of Mahishmati, the Vardhanas, the Gurjara-Pratihar, the Later Pratiharas, the Candelas, and the Paramaras of which Bhoja was very well known, up to the last king Kaka or Goga and the final downfall of the dynasty in 1305 at the hands of Alauddin Khalji, the Delhi Sultan. The paper ends with the history of the region in one para up to 1812 when Vikramjita entered into a treaty with the British. It is appended with Notes and References and texts of the nine inscriptions of the Pratiharas. On the whole it is a good compilation of the history of the region.

“Prehistoric Investigation in Betwa River Valley” reviews the previous explorations of the prehistoric sites by many archaeologists including Klaus Bruhm who traced Palaeolithic tools of “series of I and II near Lalitpur” in the districts Lalitpur, Jhansi and Tikamgarh. The sites are: Lower Palaeolithic 14 in Lalitpur in Devgarh, Panduvan, Nayagaon, Paunda and Rajghat; 1 “beyond Jhansi” and 2 in Tikamgarh. Besides, a site near Kshetrapala temple was excavated that produced early Palaeolithic tools. The site seems to be important in view of the fact that finished and partially finished with waste flakes etc. were found in the excavations. In most of the sites hand-axes prepared by Val technique, cleavers of U and V shapes are found while Bangawan (Tikamgarh district) has yielded chopper, chopping tools. The site appears to be cool producing. It needs to be more intensively. What is needed now is to plot of the known sites to find out the primary and secondary sites, the area of concentration and the area of peripheral zone preceded by some more explorations in these areas. Further, it is interesting to note the occurrence of early Palaeolithic tools of true traditions: Hand Axe-Cleaver of the peninsular India and Chopper Chopping of the Potwar Valley of Pakistan. Their chronological and cultural dimensions are to be ascertained.

In view of the above review, the research works covering the entire gamut of cultural development from the early Palaeolithic to the recent times and different aspects in particular the art, such as not only temples and other religious monuments, but also forts, palaces and paintings are covered. Thus, the topic of the seminar was very comprehensive and fruitful. Besides making a critical review of the archaeological data already known there are some distinct original contributions especially in the fields of prehistory. The younger scholars in particular are exposed to different areas of research that they may take up in future and thus get inspired. It is an important contribution in the field of archaeology covering both the prehistoric and the historical.

Development of all types is dependent on right decision. Right decision in turn depends on right information at right time. Information remains an essential input for research and development of all types. The progress of society is dependent on the level of information its people have. Information, therefore, needs to be communicated freely, with unrestricted flow.
There is information explosion now. The problem today is how to cope with this huge and difficult-to- control mass of information. How to provide a right user his right information by sorting out the core- information from ever-expanding mass of chaff is another problem. The processing, retrieving, evaluating, and packaging of generated information is one aspect, communication of pin-pointed and exhaustive information to the scholars, scientists, specialists, decision-makers and other consumers is another, and more important one. In this process of managing and communication of information, the present day technological advances are playing a vital role. Information and Communication Technologies (ICT) in fact have brought about a revolution. Computers are now being used for the processing, consolidating, and communicating information. Telecommunication networks are there to handle digital machine readable data and to transfer it. ICT advances have made it possible to provide library services and access to information even outside the library. The LIS scene as such is changing fast in the face of new challenges and in response to new demands. The advent of new technologies and their application to LIS work and services has further accelerated the pace of this change. Today, total knowledge and information, which is presently available in the libraries, can be put on the World Wide Web, making the libraries totally
web-based.
Peers in the field of Library and Information Science have come together and joined hands to present the ICT Based Information Management in Indian Libraries. This Volume contains in all 34 papers: Two on Sahoo, five on Knowledge Management, 17 on ICT Application, two on HRD, two on Reading Habits and Accessing Information, two on Information Seeking Behaviour and four on other related topics. And all this as a tribute to and in honour of Professor (Dr.) K.C. Sahoo, Dean, Dr. Harisingh Gour University, Sagar(M.P.)
